All this mortar came from behind two bricks.
Weep tubes will not work when wall & tubes
are full of mortar
Thoughwall flashing & weep tubes will work when installed right. The main reason of high failure rate, is due to poor installation. It is very hard to build up a masonry wall and not drop mortar in behind the brick.
99% of the time it gets full of mortar & the weep tubes can not work.

we come in after all work is done and the wall is holding water. We remove (3) coarses of brick or block. Clean out the wall back side. We clean the old bricks, install new flashing then the bricks & weep tubes.
